In Facebook,You can set the privacy of each photo you uploaded.You can make the photo visible to all by setting its privacy to public, only to friends by selecting friends and even to some particular Facebook group.But the cover photos in Facebook are public by default.That means all the cover photos are visible to everyone.But now you can change the privacy of your previous cover photos.Last time when I changed my Facebook cover photo, a tip shown up displaying text - "Now you can change who can see your old cover photos - just go to your Cover Photos Album.You can change the privacy of each one."
Similar to this, You can set the privacy of each one of your old cover photos.This option was not available before and Facebook has made this change just few days back.All the cover photos were public and hence visible to everyone by default.
One thing worth mentioning is that your current cover photo is still public and you cannot change its privacy options.Current Cover photo is visible to everyone and you can set visibility only of old cover photos.
